The Government of Burkina Faso commits to organizing the cashew sector in collaboration with its stakeholders

  • Under the impetus of the Umbrella association of the cashew sector in Burkina Faso, an inter-ministerial decree on the Raw Cashew Nut marketing was signed in Burkina Faso. This decree was signed on 09 June 2017 in Ouagadougou by the Ministry of Trade and Industry, the Ministry of Agriculture and Hydraulic Development and the Ministry of Economy, Finance and Development of Burkina Faso.

  • Following this decree, a minimum farm gate price will be set at the beginning of the next cashew season; all actors will be granted a licence prior to the implementation of their various activities; and every export of RCN will be subject to special authorization and a levy will be applied on the basis of the value or the quantity exported. Interministerial Order No 2017 - IMCIA / MINEFID / MAAH on the terms of the marketing of raw cashew nuts in Burkina Faso

  • Article 1: Raw cashew nuts shall be bought at a minimum price determined annually on the basis of a mechanism resulting from an inter-professional agreement within the sector concerned. This minimum price is validated and guaranteed by the ministries in charge of trade and agriculture.

  • Article 2: The purchase of raw cashew nuts for processing, export or any other purpose shall be conditional upon the obtaining of an approval issued by the Minister in charge of Trade.

  • The conditions for issuing the approval will be defined by a decree of the Minister in charge of trade.

  • Article 3: All exports of raw cashew nuts shall be subject to a Special Export Authorization.

  • Article 4: All exports of raw cashew nuts shall be subject to payment by the exporter of a levy on the value or quantity of raw nuts exported,

  • The nature and level of the levy / export tax will be determined after a large consultation between the direct and indirect actors of the sector,

  • Article 5: Deduction duties shall be established for the benefit of the State Budget and the inter-profession.

  • The methods of fixing, collecting and distributing levy duties shall be determined jointly by order of the Minister of Trade, Industry and Handicrafts, the Minister of Agriculture and Water Development and the Minister of Agriculture, Economy, Finance and Development after consultation with the cashew inter-profession.

  • Article 6: Breaches of the provisions of the present decree shall be sanctioned in accordance with the texts in force.

  • Article 7: This Order abrogates all previous provisions and enters into force from the date of signature.

  • Article 8: The Secretary General of the Ministry of Trade, Industry and Handicrafts, the Secretary General of the Ministry of Economy, Finance and Development and the Secretary General of the Ministry of Agriculture and Hydraulic Development are responsible, each as far as it is concerned, to ensure the application of this Order which will be published and communicated everywhere they may be required.
